Meet Charles Davenport. Davenport was a biologist in the early 20th century who founded the Eugenics Record Office. He believed that selective breeding could improve the human race. The Office recommended widespread eugenics education, immigration laws that would keep “defectives” out of the country, and forced surgical “sterilization.”
