The Senate Republican plan to repeal and replace the Affordable Care Act has died and been revived several times this week. Majority Leader Mitch McConnell is insisting there will be a vote next week to move forward with debate, but it is unclear if he has 50 votes to pass legislation. Several moderate and conservative senators have strong objections to the competing proposals. President Trump has shifted blame for failure but would like Republicans to fulfill a key campaign promise.
