EMPOWER is a 60-minute documentary produced by WPBS-TV featuring the Independent Living Center of Massena, New York, and its successful welfare-to-work program. Featured are interviews with ILC staff, who work firsthand with those who utilize the program; New York state and county officials whose contact with the Center can attest to the program's success; and students who are both active in the program, and have gone on to find employment or education.
